Needs Assessment
Title V legislation requires that the State prepare a statewide needs assessment every five (5) years that shall identify (consistent with health status goals and national health objectives) the need for:
- preventive and primary care services for pregnant women, mothers and infants up to age one;
- preventive and primary care services for children; and
- services for CSHCN. [Section 505 (a)(1)].
The next five year Needs Assessment will be submitted in 2010. It will be provided as a stand-alone document via email or as an attachment in the electronic system.

TVIS electronically captures data from annual Title V Block Grant applications and reports submitted by all 59 U.S. States, Territories, and Jurisdictions and provides information on key measures and indicators of maternal and child health (MCH) in the United States.
The States used the Web-based Title V Block Grant Application. Released in May 2003, this Web-based system allows the States to report their data and State narratives directly online to MCHB. The system includes built-in checks and validations to ensure data quality. Comments and critiques on the Web-based Title V Block Grant Application and the process for submission have been gathered from users. This user feedback is incorporated into future releases of TVIS to improve the ease of use and the data quality.
