Health Care Financing 

AMCHP’s Health Care Finance Committee

The Health Care Finance Committee leads AMCHP’s work on issues relating to the financing of health care programs including Medicaid, the State Children’s Health Insurance Program (SCHIP), private insurance and programs for the underinsured and uninsured. The committee reviews state efforts to ensure all women, children and families have health care coverage and medical homes; identifies innovative financing policies to share with other state Title V programs; and makes recommendations for AMCHP policy statements to support national efforts to expand access to quality health care.

The Committee is currently analyzing monitoring proposed changes in Medicaid, SCHIP, and reform of the health care system.  We are also tracking implementation of key provisions of the Deficit Reduction Act of 2006 and their implications for children served in state programs (Medicaid – EPSDT, SCHIP, and programs serving CSHCN).  Key provisions include:

  • Impact of new citizenship requirements
  • Establishment of alternative benefit packages
  • Increase in premium and cost-sharing responsibilities for medial services, prescriptions, and non-emergency care, and
  • Changes in definition for and reimbursement of targeted case management and medical assistance case management.

AMCHP’s Voice on Medical Homes

Recognizing that a medical home provides continuity of care and fosters relationships to best meet both the child’s and family’s needs, the Health Care Finance Committee works on strategies designed to “spread” the medical home initiative. The committee will continue to focus on strategies to assure that adequate funding for critical legislative initiatives are secured as well as explore various other funding strategies and mechanisms that support the spread of medical home.  

The committee is working with the Catalyst Center as the center evaluates financing arrangements and issues related to establishing and maintaining a medical home. The committee is also working with the American Academy of Pediatrics and the Maternal and Child Health Bureau to support Title V programs’ role in establishing and sustaining medical homes.

At the request of MCHB, the Emerging Issues and Health Care Finance Committees developed a draft report, Achieving a Community-Based System of Services for Children and Youth with Special Health Care Needs: Recognizing Achievements, Identifying Challenges and Developing a Vision for the Future (2006), which addressees AMCHP’s, MCHB’s and state Title V programs’ roles in developing and implementing a plan to achieve appropriate family-centered community-based services systems for children and youth having special health care needs. This report was displayed as part of AMCHP’s Exhibit at the 9th International Congress on Children and Youth with Special Health Care Needs.
