AMCHP President Millie Jones (WI) recently announced that the AMCHP CEO Search Committee has selected the firmTransitionGuides to assist with the a national executive search to find a successor to Dr. Michael Fraser, whose last day with AMCHP will be this Friday, Jul. 26. This group is beginning work on a leadership review that will ensure alignment of the organization’s needs with a position profile used to facilitate recruitment beginning in the next few weeks. Additionally, the AMCHP Executive Committee has announced that Barbara Laur will serve as AMCHP Interim CEO beginning Aug. 7. [more]



Policy Conference Call: Recording Available
On Jul. 15, AMCHP hosted a member-only conference call to provide an update on emerging policy issues. Topics discussed included the federal budget, sequestration and implementation of the Affordable Care Act. [more] 

FY 2014 Senate Bill Moves Forward
Last week, the Senate Appropriations committee approved the fiscal year (FY) 2014 Labor, Health and Human Services and Education (LHHS) Appropriation bill. This bill includes $643.8 million in funding for the Title V Maternal and Child Health (MCH) Services Block Grant a $5.2 million increase over President Obama’s FY 2014 budget request. While this legislation is an important indication of the Senate Appropriations Committee funding priorities, it will not move beyond the Senate. [more]

Sequestration: The Latest
Experts in Washington, D.C. stated that the hopes for a “grand bargain” to undo sequestration permanently are waning. The current thinking is that members of Congress are looking toward including in the continuing resolution legislative language to postpone sequester for one to three years. [more]

State by State Chart of FY 2013 VS FY 2012 Released: How do I compare?
AMCHP developed a state by state chart that details the sequestration cuts administered to the Title V MCH Services Block Grant. Due to the data source change input into the formula it appears that some states experienced a slight increase in funding whereas other states experienced deeper cuts. [more]

Health Reform Implementation 

Health Centers Awarded Outreach and Enrollment Funding
On Jul. 10, the U.S. Department of Health and Human Services (HHS) awarded $150 million to 1,159 health centers in the UnitedStates. These funds are meant to enroll uninsured Americans in new health coverage options made available through the Affordable Care Act. [more]

Connecting Kids to Coverage Grants
On Jul. 2, HHS awarded $32 million in grants to support efforts to identify and enroll children eligible for Medicaid and the Children’s’ Health Insurance Program. [more]

Health Insurance Marketplace Stakeholder Engagement Open Door Forum
The Centers for Medicare & Medicaid Services (CMS) has regular stakeholder engagement on the new Health Insurance Marketplace. The next round of quarterly calls will begin the week of Jul. 29 in each state with a federally facilitated (FFM) or state partnership marketplace (SPM). [more]

Nothing Says Summertime Like Regulations
HHS recently released a slew of Affordable Care Act regulations. Here are the ones that are pertinent to MCH populations:

  • On Jul. 12, a final rule was released on standards for Navigators and Non-Navigator Assistance Personnel in state-partnership and federally facilitated exchanges as well as state-based exchanges that are funded through federal Exchange Establishment Grants. [more]

CDC, NNPHI and GPHC Launch Planning Tool to Assist Public Health Leaders Approach the Future Strategically amid Health System Change and the ACA
CDC, the National Network of Public Health Institutes (NNPHI), and the Georgia Health Policy Center (GHPC) have createdLeading through Health System Change: A Public Health Opportunity. The tool can be used individually or with a team to examine the basics of the Affordable Care Act, apply adaptive thinking to questions related to health system change, and create an implementation plan to leverage the opportunities in the health care reform law to improve population health. HHS Issues New Guidance for Children and Families Following Trauma
HHS has issued new guidance for children and families who have experienced trauma. This guidance comes in the form a letter sent to state Medicaid directors and health officials, intending to encourage the integrated use of trauma-focused screening, functional assessments and evidence-based practices in child-serving settings for the purpose of improving child well-being. Listening to Mothers III: New Mothers Speak Out Survey Report Released
Conducted by Childbirth Connections, the second report of the third survey in this series combines results of 2400 initial participants and a follow up with 1072 in an exploration of mothers’ experiences during childbirth in U.S. hospitals from 2011-2012. [more]



Georgetown University MCH Group Accepting Applications for Project Associate
The Maternal and Child Health (MCH) and Health Information Groups at the Georgetown Public Policy Institute are seeking a full-time project associate to begin immediately.   • On Jul. 17-18, AMCHP CEO, Mike Fraser, and staff members Lacy Fehrenbach and Piia Hanson, attended the Best Babies Zone (BBZ) Think Tank meeting in Oakland, CA. This meeting also was attended by various national partners and travel team representatives from the Oakland, CA, New Orleans, LA, and Cincinnati, OH project sites. The mission of BBZ is to give every baby born in a BBZ the best chance in life. This meeting brought participants and subject matter experts together to describe strategies and approaches around early care and education and economic development to improve birth outcome at the zonal level.

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) will award funding for the Basic Center Program (BCP). [more]

Administration for Community Living Regional Self-Advocacy TA Grant
Deadline: Jul. 29
This grant provides regional support to self-advocacy organizations that focus on individuals with intellectual and developmental disabilities. [more]

Building RWHAP Enrollment Capacity in ACA Health Coverage Programs Grant
Deadline: Jul. 29
As the Ryan White HIV/AIDS Program (RWHAP) funds will continue to be strictly used as payer of last resort, the purpose of this grant is to help RWHAP grantees ensure that clients are provided information and resources to promote enrollment in health insurance programs. [more]

CDC Rape Prevention and Education (RPE) Program Grant
Deadline: Jul. 29
The purpose of this grant is to prevent sexual violence by implementing primary prevention strategies. [more]

Consumer Information & Insurance Oversight Grants 
Deadline: Aug. 1
The purpose of this grant is to expand and improve health insurance rate review and increase transparency in health care pricing by engaging consumers and small businesses in the process. [more]
