AMCHP COVID-19 MCH and Community Resource Page

AMCHP is committed to working alongside our federal agency and organizational partners to gather available information, resources, and guidance specific to our MCH population during the COVID-19 pandemic. These resources are on our website ( for your convenience. The site will be updated regularly as untapped resources become available.


Coronavirus (COVID-19) Resources on and and the American Academy of Pediatrics (AAP) continue to provide vital support during this health crisis through timely and relevant information for families and pediatric health care professionals. For families, new resources on are now available. These include tips for parenting in a pandemiccaring for children and youth with special health care needsin-person schoolmasks for children, and more

Recently, the AAP updated guidance related to well-child visitsnewborn screening, and childcare. The guidance reinforces that well-child visits should be consistent with Bright Futures: Guidelines for Health Supervision of Infants, Children and Adolescents, 4th Edition, and the Bright Futures/AAP Recommendations for Preventive Pediatric Health Care (Periodicity Schedule). The AAP continues to respond to COVID-19 inquires through the COVID-19 Inquiry Form. The AAP and content authors coordinate with subject matter experts to ensure all shared information is aligned with up-to-date science, advice, and best practices.

AMCHP is planning for an in-person meeting in New Orleans, with a virtual component and registration option. We will update the AMCHP membership community if it is necessary to alter the conference format due to COVID-19. For this reason, payment is not required at the time of registration. Click here for registration info. Request for Applications Open for PRISM (Promoting Innovation in State & Territorial MCH Policymaking) Learning Community! DEADLINE EXTENDED to Jan 13

AMCHP and the Association of State and Territorial Health Officials are currently accepting applications for participation in Cohort Two of the PRISM Learning Community. The Promoting Innovation in State & Territorial MCH Policymaking (PRISM) Learning Community will provide technical assistance and capacity-building to support states in advancing policy solutions that address substance use and mental health disorders in women of reproductive age. State teams will participate in a virtual policy academy in Spring 2021 and benefit from technical assistance and ongoing virtual learning opportunities. Applications are due Wed., Jan 6, 2021. Need to quickly translate COVID-19 public communications into other languages? AMCHP has you covered.

Please complete this request form to submit requests to AMCHP for no-cost translations of COVID-19 health education and other public communication materials into languages other than English. Ideal materials are short (1 to 2 pages) and meet the immediate information needs of individuals and families currently being (or potentially could be) served by state/territorial MCH programs. Each request will be reviewed, and the primary contact will be notified of the request status within 1 to 2 business days of receipt. If the request is approved, translated materials will be delivered electronically within 3 to 4 business days of approval. The request form includes a list of available translation languages, space to upload the original document files, and questions about the dissemination and potential reach of translated materials. Documents submitted for translation MUST meet the following criteria:

  • meet the immediate information needs of individuals and families currently being (or potentially could be) served by state/territorial MCH programs.

AMCHP Seeks Nominees for Awards Honoring MCH Leaders – Nominations Extended to Jan 29!

The Association of Maternal & Child Health Programs (AMCHP) is proud to offer everyone who works in maternal and child health (MCH) a chance to recognize outstanding leaders and staff in MCH. During the 2021 AMCHP Annual Conference, on May 22-25, 2021, in New Orleans, LA., AMCHP will present awards to MCH leaders and honor excellence in the field. Nominations for the following awards will be accepted through Jan 29, 2020.

  • John C. MacQueen Lecture Award for innovation in the field of maternal and child health.
  • Excellence in State MCH Leadership Award for an outstanding state MCH professional whose career has made a significant contribution to the health of women, children, and families in his or her state.
  • Legislative Champions for Maternal and Child Health for efforts by Members of Congress and their staff to improve the health of mothers, children, and families, including children with special health care needs. Please note that only Legislative Committee members may submit nominations for this award. Please contact our policy team for more information.
  • Merle McPherson Leadership Award for exemplary contributions to further family/state professional collaboration between a state Title V Program and AMCHP.
  • Vince Hutchins Leadership Award for leadership in promoting a society responsive to the needs of women, youth, and families.
  • Emerging MCH Professional Award for outstanding state or local MCH professionals under age 45 whose work has made significant contributions to state MCH programs in promoting and protecting the health of women, children, and families in his or her state and/or region.
  • Ryan Colburn Scholarship Award for a youth-with-disabilities leader to attend the AMCHP Annual Conference, connect with family leaders, and continue to spread Ryan's message of hope.

AMCHP Mental Health Corner

Mental health is an important component to the well-being of women and children. To recognize its importance, we will use this space to highlight resources for MCH professionals to support their own mental health, as well as the mental health of those they serve. January 18th-22nd is GLSEN's No Name-Calling Week! Check out these resources on ending discrimination, harassment, and bullying based on sexual orientation, gender identity and gender expression in K-12 schools and consider what you can do make sure all LGBTQ+ youth are #SafetoBe. 

  • AMCHP's #ScreentoIntervene Adolescent and Youth Adult Behavioral Health Blog highlights ways Title V MCH professionals can support optimal adolescent and young adult wellbeing across the county. In honor of No-Name Calling Week, check out this blog post on Strategies for Improving Emotional Well-Being Among LGBTQ Youth: Stories From the Field of MCH.
  • This resource from Mental Health America – LGBTQ+ Communities and Mental Health – explores the prevalence of mental health challenges in LGBTQ populations and barriers to treatment availability, including stigma and discrimination.
  • The Trevor Project is the leading national organization providing crisis intervention and suicide prevention services to LGBTQ young people under 25. Check out their repository of resources to support LGBTQ youth wellbeing here.

Legislation and Policy

AMCHP Releases MCH Priorities for Biden Administration

The Association of Maternal & Child Health Programs submitted to the incoming Biden Administration suggested priorities to improve maternal and child health. The brief includes suggested policy steps to improve the health of women, children, and families in the U.S. with an emphasis on eliminating health inequities.

President Signs into Law Funding Bill, COVID-19 Relief

On Dec. 27, President Trump signed into law a long-awaited bill to fund the federal government through the remainder of fiscal year 2021 and provide additional stimulus funding in response to the COVID-19 public health emergency. We are pleased to report that the bill includes a $25 million increase for the Title V Maternal and Child Health Services Block Grant for a total of $712.7 million in FY21!


Of note, the COVID-19 relief portion of the bill included $8.75 billion to support federal, state, local, territorial, and tribal public health agencies to distribute, administer, monitor, and track COVID-19 vaccination. It will take some time for this funding to reach the entities carrying out vaccination efforts across the country. The end-of-year legislative package also included extensions of funding for several mandatory health care programs, including the National Health Service Corps and the Special Diabetes Program, as well as legislation to prevent surprise medical billing, among other provisions.

Next Steps on Maternal Health and other Legislation

Unfortunately, the end-of-year bill omitted a number of funding and policy priorities that the maternal and child health community had hoped would make it into the final bill, including the following: emergency funding for the Title V MCH Services Block Grant and MIECHV; the Helping MOMS Act to give states the option to extend postpartum Medicaid coverage to 12 months postpartum; and the Maternal Health Quality Improvement Act, which would have authorized a number of programs aimed at improving maternal health outcomes. 


Congressional leaders and President-elect Biden, however, have indicated that they intend to continue working on a follow-up emergency relief bill to address unresolved issues. AMCHP staff will continue in our advocacy efforts to ensure that our maternal and child health legislative priorities remain front and center for the new Congress and the Biden-Harris Administration.


New Congress Begins with Control of Senate Still to Be Determined

The 117th Congress was sworn in on Jan. 3 with a slim majority for Democrats in the U.S. House of Representatives and control of the U.S. Senate hinging on the outcome of two run-off elections in Georgia. As of writing, the Jan. 5 Georgia elections had not yet been called. Rep. Nancy Pelosi (D-Calif.) was reelected Speaker of the House. NIDA and National Institute on Alcohol Abuse and Alcoholism National Drug and Alcohol Facts Week® 

The National Institute on Drug Abuse (NIDA) and the National Institute on Alcohol Abuse and Alcoholism have officially opened registration for National Drug and Alcohol Facts Week® (NDAFW) 2021. The observance will take place March 22‒28, 2021.

While this school year has brought significant challenges, NDAFW is highly flexible, and groups can register virtual events, in-person events, or both! NIDA will offer activity and event suggestions to assist with your planning. Registration takes only a few minutes. We encourage you to register more than one event.

If your group is looking for activity ideas for youth, consider using NIDA’s Kahoot! games on substance use and brain development. Also, NIDA’s Drugs & Health Blog and associated Teacher’s Guide provide great content ideas and potential activities and discussion questions that can be used for NDAFW events.  

Family Voices Needs Your Input- Family Telehealth Readiness Quiz

As part of the CARES Telehealth grant award, HRSA has asked Family Voices to assemble a national picture of family readiness for telehealth. To gather the snapshots around the land, they have developed a Family Telehealth Readiness Quiz. The quiz contains seven questions; two are optional, and they do not request identifying information. 


Feel free to disseminate the surveys in your state to Title V Directors, CYSHCN Directors, and family advocate networks for their consideration and sharing. Family Voices is happy to share a report once the "picture" develops. 

NOTE- there is no deadline or closing date for the quiz as they want to continually gather as many responses as possible.

New Resources from the Bright Futures National Center

The Bright Futures National Center (BFNC), based at the American Academy of Pediatrics (AAP), continues to develop new resources to improve the delivery of pediatric preventive care in a variety of settings. Promoting Mental Health

This new clinical implementation tip sheet reviews screening recommendations, summarizes age-specific anticipatory 

guidance, and provides additional resources to promote mental health from infancy to adolescence. The full clinical implementation tip sheet series provides practical advice and strategies to integrate Bright Futures approach, tools, and resources into clinical practice.

Promoting Early Hearing Detection and Intervention

The AAP Early Hearing Detection & Intervention (EHDI) program partnered with the BFNC to create this new clinical implementation tip sheet. Focused on the birth to 6-month period of an infant’s life, this resource provides checklists and screening algorithms to ensure that 

screening, surveillance, referral, and intervention occurs at appropriate times for optimal development.

Bright Futures Presents: Resources, Strategies, and Experiences to Advance NPMs 11 & 12

The BFNC partnered with AMCHP to host a webinar featuring key resources, strategies, and real-world experiences to assist state Title V MCH program's efforts to advance National Performance Measures 11 (Medical Home) and 12 (Transition). Presenters included representatives from the BFNC, state Title V MCH programs, Got Transition, and the National Resource Center for Patient/Family-Centered Med​ical Home. Introducing the Interactive Data Query Tool from The Child and Adolescent Health Measurement Initiative (CAHMI) Data Resource Center (DRC) for Child and Adolescent Health

The Child and Adolescent Health Measurement Initiative (CAHMI) congratulates state and territorial Title V programs on completing your five-year needs assessments and your most recent Maternal and Child Health (MCH) Block Grant reports/applications and reviews. We know how hard you work, and CAHMI’s Data Resource Center for Child and Adolescent Health (DRC) is designed to help make your work life a little easier with tools like our Interactive Data Query. This powerful tool puts your state’s data on Title V National Performance Measures (NPMs) and National Outcome Measures (NOMs) right at your fingertips. This tool allows you to search NPM and NOM data as measured by the National Survey of Children’s Health, as well as other indicators of child health at the state, regional, and national level and across multiple years. Quick and easy access to these data will inform and enhance your ongoing needs assessment and program planning work. For example, with a few clicks using dropdown menus, you can compare rates of breastfeeding in your state among subgroups including race/ethnicity and household income level; or compare the overall health status among children in your state by age, type of health insurance, special health care needs status, or whether a child has a medical home. Watch a short video tutorial, or jump right in and start exploring the data.

American Academy of Pediatrics (AAP) Offers Course in Plans of Safe Care for Infants Exposed to Opioids

The AAP course, Plans of Safe Care for Infants Exposed to Opioids, educates pediatricians about best practices in caring for and supporting families affected by prenatal opioid exposure. Advancing the care coordination and patient- and family-centered pediatric medical home framework, the course supports pediatricians in implementing key recommendations outlined in the newly released clinical report, "Neonatal Opioid Withdrawal Syndrome." The course discusses (1) trends and impact of opioid use disorder (OUD) during pregnancy; (2) practical approaches for addressing social attitudes towards pregnant and parenting women with OUD; and (3) discharge planning to support long-term treatment and recovery for the mother-infant dyad during the transition to community care. This course is free of charge, and it is eligible for AMA PRA Category 1 Credit™ and Maintenance of Certification Part 2 points. Register for the course here.

Be a Part of the Re-launch of AMCHP’s Replication Projects! 

AMCHP is pleased to announce the official launch of our new round of Replication Projects! 

Do you have a priority or strategy in your State Action Plan that you aren’t sure how to operationalize? Consider participating in AMCHP’s newly redesigned Replication Projects! Every year, AMCHP offers awards for organizations and agencies to replicate evidence-based practices from our Innovation Station Database. Receive tailored technical assistance (TA) and support to either build your state’s capacity to implement an Innovation Station practice or begin adapting a practice to your state’s context. AMCHP’s Replication Projects are also an excellent opportunity to strengthen and develop partnerships with community organizations to address priority needs. 

 Format and structure: The project offers two tracks depending on an organization’s level of readiness to replicate a practice. The Capacity Building Track focuses on capacity building and developing the infrastructure necessary to implement a chosen practice, and the Implementation Track provides support to begin actual implementation of a practice. Both tracks will be structured as cohorts with participants receiving group TA in the form of quarterly webinars which will focus on specific tools and trainings aligned with the Implementation Stages Framework. AMCHP/ HRSA’s Maternal and Child Health Bureau- 2021 Virtual Title V Partnership Meeting Series

This meeting series supports the Title V MCH Services Block Grant Program. Although we are not able to convene in person, we will come together virtually for four 90-minute sessions over four months to learn about topics of importance to your work to support the health of women, infants, children, and youth including those with special health care needs, and families. The sessions will address implementation of Title V programs in the context of COVID-19, the Guiding Principles of evidence-based, family and youth-engaged practice, equity, and social justice frameworks, and leveraging the new Blueprint for CYSHCN and the HHS Maternal Health Plan. SAVE THE DATE! 7th Annual Conference on Adolescent Health (Virtual Event) Will be Held on May 13–14

The Adolescent Health Initiative (AHI) remains committed to safety and accessibility as the top priorities of the 2021 Conference on Adolescent Health and is excited to announce a completely virtual event on May 13-14, 2021. Each year, the event hosts more than 400 attendees from nearly all 50 states and a growing international community. More than half of the sessions at the event are co-facilitated by youth, and the planning of the conference is guided by AHI's Teen Advisory Council.


The conference team is planning a virtual event that has robust opportunities for learning, engagement, and connection. AHI is excited to share updates as they move through the planning process. Participants can expect an interdisciplinary schedule of speakers, opportunities to obtain continuing education credits, exciting new sponsorship and exhibiting opportunities, and even a virtual networking session. HRSA is accepting applications for FY 2021 for the Early Childhood Comprehensive Systems (ECCS): Health Integration Prenatal-to-Three Program. Health Resources and Services Administration Encourages State MCH/Title V Agencies and its Close Partners to Apply for Early Childhood Comprehensive Systems (ECCS) Grants

The Health Resources and Services Administration (HRSA) is accepting applications for the fiscal year 2021 Early Childhood Comprehensive Systems: Health Integration Prenatal-to-Three (ECCS) Program. The purpose of this program is to build integrated maternal and early childhood systems of care that are equitable, sustainable, comprehensive, and inclusive of the health system, and that promote early developmental health and family well-being and increase family-centered access to care and engagement of the prenatal-to-3-year-old (P–3) population. The goals for the ECCS program are to:

  • Increase state-level infrastructure and capacity to develop and/or strengthen statewide maternal and early childhood systems of care
  • Increase coordination and alignment between maternal and child health (MCH) and other statewide systems that impact young children and families to advance a common vision for early developmental health and family well-being
  • Increase the capacity of health systems to deliver and effectively connect families to a continuum of services that promote early developmental health and family well-being, beginning prenatally
  • Identify and implement policy and financing strategies that support the funding and sustainability of multigenerational, preventive services and systems for the prenatal through age 3 (P–3) population
  • Increase state-level capacity to advance equitable and improved access to services for underserved P–3 populations.

Centers for Disease Control and Prevention (CDC) Research Awards Seek to Understand Causes of Firearm Violence, Find Solutions

Every day in the United States, about 109 people die from a firearm-related injury. For every firearm death, at least two nonfatal firearm injuries are treated in emergency departments. Yet, we know that many of these injuries and deaths could be prevented. This September marked an important milestone in progress toward prevention, as CDC awards funding for research to understand and prevent firearm violence. 

Sixteen awardees will receive support as part of the competitively funded RFA-CE-20-006: Research Grants to Prevent Firearm-Related Violence and Injuries (R01), and two awardees will receive support as part of the competitively funded RFA-CE-20-002: Grants to Support New Investigators in Conducting Research Related to Preventing Interpersonal Violence Impacting Children and Youth.
